What is the Article VII application?
Before New York Rregional
Interconnect, Inc. (NYRI) can get the
go ahead to build their power lines
they have to prove to the state
Public Service Commission that the
project meets environmental
standards and that a public need
exists.
In Exhibit 4. Page 39
ENVIRONMENTAL IMPACT”
I found this paragraph (Item 1).
Note the phrase “photos taken to
document existing conditions”. Also
note “potential to be impacted”. This
(Item II) is NYRI photo 100-6047
found in appendix E. MY photo was
taken from 100 feet behind where
the NYRI photo was taken. The red
box indicates the position of the
NYRI photo. Why is the house not
shown if the NYRI’S goal is ”to
document existing conditions”?
Another sample NYRI photo (Item
III) shows the same thing, but only
many more people “impacted”. My
photo again was taken from 100
feet behind where the NYRI was
taken. The red box indicates the
position of the NYRI photo.
In all the examples I found in the
Article VII application photos by
NYRI any evidence of homes,
businesses, life itself, appear to be
removed wherever possible.
Finally, In APPENDIX Q I found “Pre-
filed Direct Testimony” on page 5
(Item IV) I ask the same question
posed in the testimony: “ DOES
EXHIBIT 4 ACCURATELY
DESCRIBE THE VISUAL,
AESTHETIC AND RECREATIONAL
RESOURCES IN THE VICINITY OF
THE PROJECT.”
One can’t help but wonder if NYRI is
portraying the health affects of the
project in the same manner as they
portray “photos taken to document
existing conditions”
